Ganguro is a fashion trend in Japan where teenage girls try to emulate the tan bimbos of America. It started with a little bronzer but escalated into full black face and pink 80s hair. Extreme Ganguro girls are called Yamanba, which roughly translates to mountain hag. This isn't a derogatory term, these girls are actually trying to go for the mountain hag look.
...and I thought hipsters were bad.

hmm I've actually seen this style done in a cute way, my niece is african american and does something similar. of course, her skin is a natural honey/brown color and she uses white eye shadow and then goes and does that winged black eyeliner thing over it. The best way I could describe it is that she does the ganguro style in a tidy way, and when she's done she looks like a cute little reverse panda with pink hair ^^
